The medical director of one of the hospitals in Dnipro, Tatyana Borzova, spoke about the procedure for undergoing expert evaluation under the new rules, as reported by "Vidomo".
"Currently, individuals eligible for expert evaluation are those with specific referrals. These include individuals with disabilities, those whose disability status has expired or need to extend their incapacity period, as well as those with temporary incapacity percentages. Additionally, this includes individuals who need to determine indications or contraindications for obtaining a car or electric scooter. Furthermore, it includes those whose children are connected to disabilities, and who have cared for them or provided assistance. This is aimed at ensuring social guarantees for parents," – she explained.
How can a patient access the expert commission? First and foremost, the patient must consult their attending physician. During this consultation, the patient needs to provide personal information, as well as documentary evidence confirming their disability.
"Together with the doctor, the patient has the right to choose a facility that is most suitable for them geographically. After that, the doctor creates an electronic case and sends it to the chosen expert commission. The administrator of the expert commission checks for any errors in the case documentation within five days. If there are no errors, the case is placed in the queue; if there are errors, it is returned to the doctor," - Borzova stated.
Subsequently, the expert commission is required to evaluate the patient within 30 days. One of the main objectives of this reform is that neither the patient, nor the doctor, nor the expert team knows who will be examining whom. The attending physician and the patient are only aware of the date and location of the expert examination.
"The expert team will only know the patient's details and medical case on the day of the evaluation. This approach eliminates any potential for corruption. If the patient disagrees with the decision made by the expert team, they have the right to appeal this decision at the evaluation center. Currently, there are two evaluation centers in Ukraine – one in Dnipro and one in Vinnytsia," - the medical professional emphasized.
She noted that the number of expert teams is four times greater than during the times of MESK. Therefore, the waiting time will be reduced. Additionally, it will be beneficial for each individual to select the location of the expert team closer to their home.
