In Ukraine, general mobilization continues, and martial law is in effect. All conscripted citizens must adhere to the established rules of military registration.

Reasons for Fines in February 2025

According to the Resolution of the Cabinet of Ministers of Ukraine No. 1487, conscripted citizens are required to:

  • register for military accounting;
  • report to the TCC when summoned;
  • notify about changes in residence, marital status, or employment.

Fines may be imposed for the following violations:

  • failure to timely update military registration data (if the information cannot be obtained from state registries);
  • failure to notify about changes in personal data;
  • not being registered for military accounting (specifically for female medical workers and 17-year-old males);
  • refusal to undergo a military medical commission;
  • failure to appear when summoned;
  • damage or loss of military registration documents.

Amount of Fines

Violators may be held administratively liable under Articles 210 and 210-1 of the Code of Ukraine on Administrative Offenses.

The amount of fines varies based on the individual's status:

  • for citizens – from 17,000 to 25,500 UAH;
  • for officials and legal entities – from 34,000 to 59,000 UAH.

Fines can be paid online through banking applications or at a bank branch. If the fine is not paid on time, it doubles and is handed over to the enforcement service. Continued non-compliance may lead to forced collection of funds from bank accounts, and for amounts exceeding 160,000 UAH – even seizure of property.

How to Check for Outstanding Fines

The TCC can impose fines without personally notifying the citizen. There are several ways to check for them:

  1. Through Opendatabot – a paid service (99 UAH) that allows you to find out about open enforcement proceedings.
  2. In the "Dія" app – section "Services" → "Fines for Violating Military Registration."
  3. On the Unified Register of Debtors website – a free resource where you can find information based on personal data.

It is important to note that adhering to military registration rules will help avoid fines and potential legal issues. If there are doubts about the status of military registration data, one should contact the territorial recruitment center.

Previously, "Telegraph" reported that 16 categories of Ukrainians will receive deferment from mobilization in February. In particular, difficult life circumstances may serve as grounds for exemption from conscription.
