The "Flower Clock" pavilion in Kryvyi Rih is a recognizable landmark of the city that requires constant maintenance and repairs. The situation is complicated by the presence of an LED screen installed on the pavilion, the repair of which is funded from the city budget. In November of this year, this type of work will be carried out by a new company. This information was reported by "Vidomo," referencing "First Kryvorizhsky".

Specifically, the Communal Enterprise "Park of Culture and Recreation named after Bohdan Khmelnytsky" has signed a contract for the current repair of the LED screen of the "Flower Clock" with individual entrepreneur (IE) Oleksandr Demchenko for an amount of 45,320 hryvnias.

The procurement was conducted without using the electronic system Prozorro, which raises certain questions about the transparency of the process.

The work is to be completed by December 31, 2024. Notably, according to data from the analytical platform YouControl, IE Oleksandr Demchenko was registered only on August 6, 2024, and the repair of the "Flower Clock" will be his first government contract.

This fact raises questions about the competitiveness and experience of the chosen contractor. Was a thorough assessment of other potential contractors conducted, or was the choice made based on different criteria?

The absence of an open tender on the Prozorro platform complicates an objective evaluation of the situation. Furthermore, after signing the contract for the repair of the LED screen on November 19, the Communal Enterprise "Park of Culture and Recreation named after Bohdan Khmelnytsky" entered into two more contracts with the same IE on November 22 of this year.

These contracts pertained to services for the installation, setup, and repair of the video surveillance system, as well as the purchase of materials and equipment for the same system. The total cost of these services is unknown, but the very fact of signing multiple contracts with one recently registered IE in a short period raises concerns about potential risks.
