Trump's team has signed a key memorandum of understanding with the Biden administration, significantly delaying the presidential power transition process. This agreement, which typically begins immediately after elections, features several unique aspects this time.

According to Axios, the transition process will be funded privately. The agreement calls for public disclosure of information regarding donors and specific conditions for collaboration between the teams.

The document establishes fundamentally new rules for the presidential transition. In particular, Trump's team will not utilize government buildings or technologies provided by the General Services Administration, raising additional concerns about information security.

"This agreement will enable our appointed Cabinet candidates to commence essential preparations, including deploying landing teams in each department and agency," said Trump’s chief of staff, Susie Wiles.

Experts have also pointed out the unprecedented nature of the situation. Max Stier, president of the Partnership for Public Service, described the signing of the agreement as "a positive step toward an effective transfer of power," emphasizing the critical importance of direct access to information from federal agencies.
