The Dnipro Thermal Power Plant ordered cogeneration units worth over a billion hryvnias without a tender process.

A little-known company from Kharkiv will supply equipment for the Dnipro Thermal Power Plant.

The Dnipro TPP has ordered cogeneration units with a total electrical capacity of 75.2 MW for the city of Kamenskoe, which are intended to provide heat and light in the event of a shutdown of the TPP's main facilities, for a total amount of 1.3 billion UAH, as reported by "Vidomo" with reference to "Our Money".

The contract was awarded to the Kharkiv company LLC "Monolit-Center", which was simultaneously tasked with both the design and construction of the units; therefore, there are no details available regarding the prices of construction materials and equipment. It is only known that the cost of the unspecified additional equipment is expected to exceed half of the total contract value.

The procurement itself was conducted without the use of an electronic system. "Dnipro TPP" referred to the special provisions adopted by the government regarding public procurement. These provisions allow for the purchase of design and repair services for cogeneration units in preparation for the 2024-2025 heating season without tenders. Meanwhile, the current procurement is already intended for the 2025-2026 season. Thus, the costs of works and construction materials will only be disclosed 90 days after the end of martial law, whenever that may be.

The Kharkiv company "Monolit-Center" is owned by Yevhen Musienko from Kramatorsk, and is managed by Ivan Litovenko. Until 2015, the company was registered in Slavyansk. Throughout the history of "Prozorro", the largest contract previously awarded to "Monolit-Center" was for the repair of an apartment building in Irpin, amounting to 59 million UAH.

The advantages of cogeneration units include their relatively small size compared to traditional TPP boilers. Consequently, it is more challenging for the enemy to hit them with missiles or Shaheds. In the event of a strike on one unit, the others will continue to operate.

From the justification for the procurement, it is known that the gas piston cogeneration units were gifted by international partners as part of their cooperation with "Naftogaz Ukraine". However, their names have been withheld.
